Are libraries a statutory service in Scotland?
Which is the Act of Parliament which requires library authorities in Scotland to provide a libary service? Does anyone know? - and which minister, in the Scottish Parliament, if any, has responsibility of superintendence of the service?

The 1850 Library Act did not include Scotland untill 1853 when it was extended. The latest piece of legislation that I can find is the Public Libraries (Scotland) Act 1955 and I assume that the Minister responsible is Fiona Hyslop, the Minister for Culture and External Affairs
