Competing manifestos for the public library service

The MLA have now sent out their own manifesto to compete with mine. I've seen it but am not allowed to say anything about it until Friday.

Gor Blimey guv'nor, one rule for the nobs and one rule for the plebs. Always the same down by the river, filthy lot those nobs.

President Blair seems to get plenty of allegedly good news leaked 24 hrs before he chatters. By those standards there must be a lot of gristle in the MLA manifesto.

No you have to keep waiting. But I will (like Google) reveal an illicit snippet of what it contains. There are sentences like

"Mechanisms to provide and co-ordinate national programmes that achieve buy-in locally"

We are dealing with the ministry of culture, here
