Council budgets
Here is a rule of thumb (as they say). A council/ quango/ departmental "review" - caused by the annual budget or any other funding problem- means preserving and increasing the salaries and pensions of people who get paid more than £40,000 per annum and reducing service to the public, or salaries and wages of people who get paid less than £40,000.
It's the opposite of what Robin Hood did.

It sounds as though the same thing is going to happen in Exeter. A large new library (with books?) in the city centre and small libraries across Devon closed to pay for it.
Anyway we will know soon, on Monday the report about proposed closures is to be made public before the DCC Executive meeting the following week

You beat me to it. I was just going to say let's see how the report of the "review" in Devon compares to my theory. Readers who may have missed the early shots in the Devon story can put "Devon" into the search box-- but to put it simply-- at the outset it turned out that the senior officers of Devon county council proposed to close a load of libraries and then couldn't remember why. It was as if they couldn't spell the name of their own county.
